    • Well, there is the small matter that the governor of Texas is constitutionally prohibited from granting any pardon or commutation without the affirmative recommendation of the Board of Pardons and Parole — so he was barred by the state constitution from stopping ANY of the executions during his time in office and would have been impeached if he tried.
